I use this snippet to set the ob-plantuml.el args to match the
plantuml-mode.el settings:

  (setf (alist-get :java    org-babel-default-header-args:plantuml)
        (mapconcat #'identity plantuml-java-args " ")
        (alist-get :cmdline org-babel-default-header-args:plantuml)
        (mapconcat #'identity plantuml-jar-args " "))
