Add the following to the beginning of your file:

--8<---------------cut here---------------start------------->8---
#+LaTeX_header: \usepackage[german]{babel}
--8<---------------cut here---------------end--------------->8---

The second is strictly LaTeX of course, not HTML, but the latex
exporter does not seem to obey the #+LANGUAGE: option, so this
is a way to force it.
