Further, changing that regexp to

  "^[^%\n]*\\\\usepackage.*{biblatex}"

and byte-compiling reftex-parse.el.gz seems to make the problem go away.

This seems to be well-known problem:

Still, I am not sure why this happens in 24.4.1 and not previously.
