I can think of two possible causes:

1. You are using the version of Org-mode that is shipped with Emacs 22,
    (4.67c or something like that) but you are reading the manual of
    version 5.17 online.  `org-remember-insinuate' did not exist in  
4.67.

2. You have not installed Org-mode correctly, for example you downloaded
    5.17 from the web but you do not have

    (require 'org-install) in .emacs
