What do you mean by stable? If you mean Emacs 23.2, then it is because it ships with Org-mode version 6.33x. If by stable you mean Emacs 24 HEAD, then it is already there. This file *is* included in the repository, but was never added to the Makefile, so it has not been in the tarball releases.
