Why has ob-lisp.el been in the git tree since August, but it is not in
the stable release nor mentioned in the manual?

What do you mean by stable? If you mean Emacs 23.2, then it is because
it ships with Org-mode version 6.33x. If by stable you mean Emacs 24
HEAD, then it is already there.

This file *is* included in the repository, but was never added to the
Makefile, so it has not been in the tarball releases. I've just added
this to the Makefile, so it should be included in future archive
releases.
