It should be, I think. May be it's not added to PATH environment variable?
You can set it up like so:
1. Right-click on "My Computer", click "Properties"
2. Click on "Advanced" tab
3. Click "Environment Variables" button
4. Add the path to git binary under System or User PATH variable.
5. Restart Emacs and test again.
