I'd say "don't use it". The source is several years old and filed under 
the FIXME worg directory.

header-arg handling has improved lately.

See (info "(org) Header arguments in Org mode properties") for a good 
appproach that uses this one line

 	#+PROPERTY: header-args:python  :session foo

to do what is in the example you cite.
