* Bug: using org-publish, `#+OPTIONS title:nil` is invalid

first, I write a org file:

        #+TITLE: Just test
        #+OPTIONS: doc:nil title:nil num:nil

        * h1
          hello world

as you see, I define `title:nil` in #+OPTIONS.

I wan't `title` just display in <title> tag, and don't display in body.

But, I did not take effect after executing `org-publish-project`, the
title 'Just test' still in new HTML file:

<h1 class="title">Just test</h1>

and I using `org-html-export-as-html` don't see it.

the `org-publish-project-alits' as follows:

FWIW I cannot reproduce it.
