Not natively unless you want to make that a global change. You could
easily create a function that does that though I think. Just bind that
to your favourite key sequence or use M-x my-refile
(defun my-refile ()
(interactive)
(let ((org-refile-targets '((nil :maxlevel . 5))))
(org-refile)))
