Is there a way to tag an entire org document, and not just the
headlines? I mean, something like:

#+TAGS: tag1, tag2, tag3, ...

This is much like #+CATEGORY, but something that can take multiple values.

I am maintaining my blog with org mode, and would like to tag my blog
posts with various tags.
