It seems that org-requires a non-empty header.

Would a non-breaking space as the title work?
Otherwise, you can define a dummy string, i.e. "NOTITLE", use that as
the headline. Then, with the appropriate filter, you can change
\begin{frame}[...]{NOTITLE} into \begin{frame}[...]{}.

If such need is common enough, we may provide a special environment,
much like "againframe", which would provide a frame without title. For
example:
* Headline
:PROPERTIES:
:BEAMER_env: fullframe
:END:
What do you think about it?

That would be definitely nice. I think it is quite common that you want to
get rid of everything to have more space for a big drawing
(moreover it breaks the monotony of the layout)

I don't fully understand this thread but to get a full frame photo on a
slide I once did this, essentially turn the wallpaper on, make a blank
slide, turn it off again (looks like it used the old, current,
exporter):

Oh ... it seems you can do it simply this way :
