Then, in this case, :CLOCK: drawer will not move either. Unless
"headers" is defined as "stuff not too far from the headline". But it is
too vague to be usable.

There no such thing as a your "headers" in Org. :CLOCK: and "Text" are
treated equally, as contents of the headline.
