* Importing or loading a file into org-mode?

Hi!  I was wondering if it was possible to separate the startup
options and directives for a .org file from the org file itself and
load them in, separately, in such a way that doesn't require modifying
a .emacs file?  I'm aware that I could write a hook or customize my
org-mode options, already.
