The syntax '::', in file links, is used for search options.

That is, your short version is read as:

   path           = "/sudo"
      => File not found and directory write-protected
      
   search options = "/etc/hosts"
      => org-open-file: No match for fuzzy expression: /etc/hosts

You have to stick with the long version.

Note that org allows you to easily define link abbreviations.

If you write this in the document:

   #+LINK: sudo /sudo:root@localhost:

You may then write your 'sudo' links like this:

   [[sudo:/etc/hosts]]
