You have a typo in the variable name. Try completion when entering 
variable to minimize a chance of mistake:
     M-x customize-variable RET org-export-with-broken-links RET

You may have a look into ox.el in particular at 
`org-export-options-alist' that defines relations between options, 
export options, and global variables.
