On all other items of a checklist "C-u C-u C-c C-c" causes the item to be changed to "[-]". That's the behavior described in section 5.6 for checkboxes. In 2.7 Plain Lists, it says C-c C-c toggles the state of a checkbox (if any). There is no mention of arguments. R Horn
