IIUC, this is related to the link syntax change introduced in Org 9.3,
which allows, among other things, "[[" within a link. In this sit= uation,
once you write

=C2=A0 [[This is a paragraph with=C2=A0 [[https://google.com][a link]]
=C2=A0 =C2=A0 ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^

the underlined part becomes the link.
