Hi John,
I've set it at follows (based on your setup) in my init.el file:
(setq org-ref-bibliography-notes "~/../Dropbox/_biblio/org-ref/bibnotes.org"
org-ref-default-bibliography '("~/../Dropbox/_biblio/refs.bib"))
So, non-nil.
