My setup includes:
- Windows XP SP3
- Emacs 24.3.1 with Org 8.2.1 (20131007 from E= LPA) and AUCTeX 11.87.1 (from ELPA); everything correctly (and cleanly) ins= talled
- TeX Live 2013 (full install), on Windows' PATH

Standalone dvipng works ok (tried it with a small dvi file through Window= s command line) and latex too (through cmd, Org---latex & pdf export---= and AUCTeX).
