To summarize, it appears as if you can't use full CSS (like "whatever { whatever: whatever; }") as a wrapper at all in the body section, so you need a HEAD section or a separate CSS file to be able to style specific types of elements the way it is normally done. The rough Lisp analogy seems to be that you cannot use let to bind a variable that is used in various places, but you can use setq (in a section that can only be used once) or load.
