Yes I just figured out I need the "." before the "?". It works now. I also made changes in both ox-odt.el and ox-jabref.el, everywhere that I found the \cite regex.

Try "\\\\cite[tp]?{\\(.*?\\)}"  or "\\\\cite.?{\\(.*?\\)}"instead
(untested).
