It seems if I have only global bibliographies set, the oc-basic
blue/red flagging of citekeys will always be red, even if the keys are
correct.

I tried a minimal example, and can't reproduce it either.
It's possible what I was seeing was when I had both a json and a bib
file specified in the global bibliography, though when I tried that
again now, I also can't reproduce it.
If and when I do, I will be sure to include further details.
