elisp code blocks do not recognize lexical-binding in org src edit
mode. For example, if I press C-c . on the following block, the buffer
does not have lexical-binding set to t.

;; -*- lexical-binding: t; -*-
(message "%S" lexical-binding)
#+END_SRC
Is there a workaround?
