Update: with org-mode 20160118 I am getting error:
Press key for agenda command (unrestricted):
Filter by tag [ ], [TAB], [/]:off, [+/-]:filter/exclude, [q]:quit
org-agenda-filter-make-matcher: Args out of range: "", 0, 1
