cite:[^@][A-Za-z0-9_-]+|\[\[cite:[^@][A-Za-z0-9_-]+\]\]

There are no reasons to limit the string after : to ascii.

in isearch I tried:

\[\{2\}cite.*\]\{2\}\|[^\[]cite:[^ \
]*

And it seems to do the job.
