Hi Marvin,
One hackish work around is to set the title to an empty string
#+TITLE:
This sets \title{} in the preamble and omits the \maketitle command. Then after including all of your #+LATEX_HEADER's you could add the following LaTeX commands where you want to produce the title:
#+LATEX: \title{foo}
#+LATEX: \maketitle

Although this work almost perfect, I can figure out how get the exporter =
