Org considers a number with a dot as an ordered list bullet only if it is followed by a space character. Otherwise, any number like 1.23 at the beginning of a line would be considered a bullet. If I (fold = and then) unfold the headline to "CHILDREN", I see the = following:

This looks odd to me: item number 2 is folded, as = is item number 5.  It looks like an out of sequence list, so I = tried to renumber it using C-c C-c.  Then I see:
