Under Mac OS X and under Windows, org-mode calls the program "open", which does exactly the same as double-clicking a file name. So on these two system, you should make Firefox the default Browser on the system level. On a Linux or Unix system, this uses the Emacs pachage mailcap.el, so the settings mailcap has will be used to determine the appropriate viewer.
