Not at the moment, since ox-taskjuggler.el hardcodes
(org-duration-string-to-minutes effort)

For now yes.
The code could be improved, however. I.e, if effort matches
"\\`[0-9]+:[0-5][0-9]\\'"
use `org-duration-string-to-minutes', otherwise insert it as-is.
