I don't use tags a lot here.  But from what I understand, ":ON:ADMIN"
are to tags: "ON" and "ADMIN".


> #+BEGIN: clocktable :tags "ON-ADMIN" :block thismonth :maxlevel 2 :scope file

There's a dash too much. Should be "ON ADMIN":

  #+BEGIN: clocktable :tags "ON ADMIN" ...


This works here.
