This is a known problem and texinfo provides the options

To make these options work the file texinfo.tex in doc has to replaced
by a recent version. Here it is located at
/usr/share/texmf/tex/texinfo/texinfo.tex
Compiling the manual with this texinfo.tex works fine and the quotes
