Repeated task, every other day, at a specific time, but how?

I'm trying to schedule a task, which is a habit, for every other day at
0900, like this -

SCHEDULED: <2015-10-28 Wed 09:00 .+2>
:PROPERTIES:
:LAST_REPEAT: [2015-09-09 Wed 07:17]

:REPEAT_TO_STATE: TODO
:END:

But it is consistently failing, and refusing to update for the next
required day.

I can get it working if I omit the time, but I'd rather have it working
with the time as well.

So where am I going wrong then please?
