  (org-with-wide-buffer
   (org-narrow-to-subtree)
   (org-element-parse-buffer 'headline))

and

  `org-element-map'

Also, `org-map-entries' could do the job, with a `tree' SCOPE and an
appropriate MATCH (e.g. "LEVEL>N" where N is the current level).
