Hello,
I'm using the org-mode 7.5 in Emacs 23.3.
I noticed this lines in org:
** ``Internal'' and "External" Example
``Internal'' and "External" Examples in paragraph
will result in tex:
\section{``Internal'' and "External" Example}
\label{sec-1_1}
``Internal'' and ``External'' Examples in paragraph
One can see that the " quotation in the heading line is not translated
properly into TeX.
Is this a bug?

It would appear to be so, though I'm not sure if the decision not
to convert quotation marks is a deliberate one. Although looking
at the commit logs, it would appear that it's probably an oversight.
