Sure. Because anniversaries count from 1 year, not from 0.
Try
* Test 1
%%(org-anniversary 2022 07 23) Test1
* Test 2
%%(org-anniversary 2022 07 25) Test2 %d

You are right. And it also works in icalendar export. (Try the above
