No, it is in both maint and master (org-latex.el:958) right now.  To be
honest, why is TeX-master exactly bound in the first place?

    (TeX-master (boundp 'TeX-master))

For the record, I use Org-mode version 7.9.2 (release_7.9.2-62-gde7766),
that is maint from the 15th. of October.
