Yes, that's the idea. The copied text exists in the buffer visiting main.org as a read-only copy, so it will be part of export. What Org-transclusion does is to remove all the translusions temporarily on save-buffer (using before- and after-save hooks) to keep the file in the filesystem clear of the transcluded copies -- only the #+transclude keywords remain in the file.
