htmlfontify.el is part of Emacs since version >= 23.2.  See this
log in the ChangeLog.15 file in Emacs:

2009-11-19  Vivek Dasmohapatra  <vivek@etla.org>

	* htmlfontify.el, hfy-cmap.el: New files.

I pushed a fix that checks whether the user is running Emacs >= 23.2
and require htmlfontify.el only if so.
