You could use the mdframed LaTeX package, as in the attached
example.  Of course, this does not highlight the paragraphs in the org
file but only in the output.

Org will export any #+begin_XXX ... #+end_XXX to \begin{XXX}...\end{XXX}
in LaTeX export.
