the category is "Org" as expected. (This can be seen in the agenda.)
Moving the property drawer below the title line breaks this behavior.
Concretely see this with file

:PROPERTIES:
:CATEGORY: Org
:END:
* TODO a task
#v-
(The filename is chosen as category.)
Is this a bug?
