Sorry, I still see the flycheck warning and "&amp;" for "&".
Please try with: "#+AUTHOR: Foo & Bar"
In org-html-meta-tags-default, function org-html-plain-text replaces
"&" with "&", and in org-html--build-meta-entry, function
org-html-encode-plain-text replaces "&" once more.
I suggest to remove org-html-plain-text from
org-html-meta-tags-default.
