I cannot reproduce using the latest Org mode.

I can reproduce. The problem is in

;; FIXME: Compatibility layer. Remove when
;; we require at least Emacs 26.1.
                         (funcall (if (fboundp 'org-list-to-lisp)
                                      'org-list-to-lisp)
                                  'org-list-parse-list)

The `if' has its parenthesis messed up, calling `org-list-to-lisp'
with DELETE argument.
