Something like that might be good -- for my use a single blank line is part of the entry, the second one is not, ever. So, for me, a simple rule. Also, to me, it seems that since org-mode explicitly takes multiple blank lines into account in the folding process -- it displays whitespace -- it considers them to be "special" as well.
