Hi!
The following org file, where the attachment is a copied text file, is
exported to a fully functional html page:
-- without_title.org -----------
* Section :ATTACH:
:PROPERTIES:
:ID: 17b1efb9-e20c-4637-98c1-12e796e18d62
:END:
Attachment link to attachment [[attachment:attachment.txt][link]].
--------------------------------
-- without_title.html ----------
<body>
<div id="content">
<div id="outline-container-orgf2ba27a" class="outline-2">
<h2 id="orgf2ba27a">Section   <span class="tag"><span class="ATTACH">ATTACH</span></span></h2>
<div class="outline-text-2" id="text-orgf2ba27a">
<p>
Attachment link to attachment <a target="_blank" href="data/17/b1efb9-e20c-4637-98c1-12e796e18d62/attachment.txt">link</a>.
</p>
</div>
</div>
</div>
</body>
---------------------------------
Adding a title to the page, results in non-expanded attachment links
when exported.
-- with_title.org ---------------
#+TITLE: With title
* Section :ATTACH:
:PROPERTIES:
:ID: 17b1efb9-e20c-4637-98c1-12e796e18d62
:END:
Attachment link to attachment [[attachment:attachment.txt][link]].

I haven't been able to figure out if this is the same bug as
https://lists.gnu.org/archive/html/emacs-orgmode/2020-02/msg00784.html. My
appologies if it is.
Kind regards,
Tarjei
