Folding last plain list entry

Org-cycle (tab) on the last item of a plain list folds all the rest of
the contents in the current heading, despite
org-empty-line-terminates-plain-lists being t. It shouldn't do that,
right?

For example

(setq org-empty-line-terminates-plain-lists t)

| * h1
|   - item 1
|     item 1 contents
|   - item 2
|     item 2 contents
| 
| Non-list stuff
`----

Now if I hit <tab> at the start of the 'item 2' line it folds like this

|   - item 1
|     item 1 contents
|   - item 2
|     item 2...
`----
