This works:

  (let ((org-agenda-todo-list-sublevels t)
        (org-agenda-todo-ignore-with-date nil)
        (org-not-done-regexp (regexp-opt org-todo-keywords-1 t)))
    (org-todo-list))

(org-todo-list) should be called with no argument.

You need to set `org-not-done-regexp' so that done tasks are not
skipped, which is the default behavior of `org-todo-list'.
