Yes, unresolved links/footnotes/whatever throw errors instead of leaving
broken links.

It could work for HTML export but it cannot be generalized (e.g., you
cannot have a dangling \ref{something} without a corresponding
\label{...} in LaTeX). So, it is consistent.
