Essentially yes. I thought at least the graphics could be generated
before the first frame is created.
Seems that the window system is only initialized when the first
graphical frame is created. The only workaround seems to be to only
restore the last opened buffers after the first graphical frame is
created.

Sure, for now that's just annoying but not an issue.
