There are two elements at the beginning of "- test1" line:
1. plain list :: all the "testX" entries
2. list item  :: just "- test1"

Org mode selects the outermost element in this scenario - the full plain
list, - and moves to the element following the list, which is your "*
TestB" heading.

Not a bug.
